Flock License Plate Reader Operational Videos

The Flock representative was not able to attend National Night Out due to her two year old daughter coming down with COVID. She has prepared a link for us to several short videos depicting how the camera system works. We want Homeowners to have as much information as possible on the capabilities of the cameras because our Homeowners will make the decision on whether the cameras will be installed. Please take the time to research the capabilities of the Flock cameras before you make a decision. A few recent comments from Homeowners indicate some Homeowners may be confusing the Flock license plate reader cameras with red light cameras or they are trying to compare the Flock camera with a home security system. They are not comparable at all with the Flock license plate reader. If our Homeowners were to approve the Flock cameras one would be placed on all nine exits to the subdivision, including Ehrhardt, essentially setting up a defensive perimeter. The Flock cameras are a proactive security system that functions as both a deterrence (they make no attempt to hide the camera) and actively documents the make, model, color and license plate of the vehicles leaving the subdivision along with the time. If someone reports a suspicious red car at 2 am, that should be all the information HCSO needs to identify the car and get the plate number. All Flock cameras in Harris County are integrated together. HCSO can pole cameras near events like multiple stolen cars to see if they can identify a common vehicle that was near each theft. If approved the cameras will be operated by HCSO.

Vote on Flock Security Cameras (license plate readers) Delayed
Flock Rep to attend Neighbors Night Out, Saturday, Oct. 8th 6:30 pm

Technical issues were identified causing us to delay the vote on the cameras. This is not an activity that any of us have been involved in before so we had to take a beat to make certain that we were strictly following our governing documents as well as any changes to state law that may apply. For clarity, we will be calling for a Special Meeting for permission to increase our 2024 Assessment by 6%. We will not be asking for an additional increase to cover operating expenses in 2024 but if we can manage to achieve any savings in the installation of the cameras those savings will be applied to our operating accounts. State law has changed the notice period for this type of meeting to “not more than 30 days and not less than 10 days”. We anticipate calling for this meeting late in the 1st quarter of 2023. Written notice and proxies will be mailed to the official address on file for all 903 Homeowners (Members).

The controlling paragraph for this type of activity in our governing documents sets the quorum for this meeting at 60% of the eligible voters (903 X 60% = 542) in person or by proxy. The 2/3 (67%) vote required to pass the motion applies to the quorum, not the total Membership (542 X 67% = 363). So, if quorum is met and 363 members vote in favor, the motion passes. If quorum is met and the vote is less than 363 Members voting in favor, the motion is dead in the water.

If quorum is not met at the first meeting a second meeting can be called. Our documents call for a 50% reduction in quorum for the second meeting (542 X 50% = 271). To pass the motion in the second meeting would require (271 X 67% = 182) 182 votes in favor. This is still a substantial number in a subdivision where we cannot get 10% (92) of our members to vote during the Annual Members Meeting. Reminder: Oakwood Glen Association is a non-profit Corporation. Homeowners are shareholder’s holding one (1) share of stock. At these meetings you vote your stock.

Security is a multi-level activity and no system is perfect. We contract with HCSO for one deputy and have entered into a deputy share program with Spring Creek Forest where we get the benefit of two deputies on patrol but pay for only one. We have set up the security committee to help keep track of activities and times so we can justify requesting additional patrols if needed without additional expense. We take advantage of programs offered by HCSO when available. Some of you may have noticed the ghost Camaro working traffic in the subdivision last week. The Flock cameras are being offered as an additional layer of security to help deter crime and develop leads to solve crimes if one occurs. Please familiarize yourself with the cameras so you can make an informed decision.

Members Meeting Vote on Flock Security Cameras
At this point we have 4 volunteers for the Bylaw Committee. Any proposed changes to our governing documents are going to take time to develop and then we will need to put in the effort to make certain, to the best of our ability, that our Homeowners feel they have had time to review and provide input before we put them out for a vote. This is important work for the community and we are not going to rush the project. The Committee will be focusing first on the Bylaws and then will look at our CCR’s. Our hope is that we can have the proposed changes prepared, reviewed by our Membership and legal and ready to present for a vote by the 2023 Members Meeting. Additional volunteers would certainly help expedite this process. Any Homeowner interested in serving on the committee should contact Gina Keller at gina@sterlingasi.com.

We have been discussing the Flock cameras for over a year and a half. They have been discussed in one Members Meeting, in a town hall, multiple Board Meetings, on social media and we have had the Flock representative make a presentation at one Board Meeting. The majority of the feedback from Homeowners has been positive. We have spent a great deal of effort over the past year and a half looking for ways to reduce the cost of the camera installation but all of these options are hinged on participation of entities outside of our control and may never materialize.

Solicitation of Candidates - 2022

As required by Section 209.00593 of the Texas Property Code, this notice shall serve as a solicitation of candidates to run for election to the Board of Directors for Oakwood Glen Community. The Annual Meeting of the members will be held on October 15, 2022 at 2PM. Oakwood Glen Community Association is soliciting candidates to run for election for three (3) positions where Directors terms are expiring in 2022.  Directors who are elected by the property owners in this election will serve three-year terms of office, voluntary service to the Association.  Successful candidates for the Director’s positions will be expected to attend a six hour Director’s Training Class conducted by Community Associations Institute (CAI). Actual notice of the Annual Meeting of Members, along with voting proxies will be sent to all property owners by a separate mailing to follow. Volunteers Needed for Bylaw Committee

The Texas Legislature frequently promulgates laws impacting homeowners associations that sometimes put their governing documents in conflict with the new law. HOA’s then develop policies to comply with the mandatory changes. We are now to the point we need to merge our numerous new policies with our existing Bylaws to create a single Restated Bylaw Document. We are looking for Homeowners to volunteer to help on this project. The intention is to create a basic Restated Bylaw Document that must be voted on by the Membership that needs to be accepted. We would like the Bylaw Committee to also review Bylaw document from surrounding communities to see if there are any provisions that might be beneficial to include in our new document. These suggested provisions, after being reviewed by legal, will be offered separately as a separate line item for a vote to see if the Membership would like them included in the Restated Bylaws. Presenting the document for vote in this manor avoids an all or nothing vote. Should the Membership not like any of the suggested additions they can vote the provision down but still vote in favor of the mandatory changes.

Nuisance Complaint/ Abatement Request - 7118 Oakwood Glen Blvd. for Public Release

Hello Neighbors,

FYI, for some time now the Association has been attempting to address certain obvious issues
associated with the Oakwood Glen Condos located at 7118 Oakwood Glen Blvd (the front of the
subdivision).

To date the owner(s) have not responded to any attempt to communicate with them. Because of the
owner(s) lack of response, we began gathering information confirming our concerns and have prepared
the attached letter to send to the owner(s). We are also sending a copy of this letter to any regulatory
agency or individual who may have any influence over the owner(s). We are certain that the Harris
County Health Department- Environmental Division and the Harris County Sheriff Office - Nuisance
Abatement Division have over site responsibilities on these issues. The others that were copied are
included in case they also have some level of influence over the owner(s).

We are making this information available to our Homeowners so you will be aware that your Board is
attempting to address this issue. We are not asking for Homeowners to personally contact any of the
listed agencies at this time. This issue will not be resolved overnight and we "do" want to give the
authorities the opportunity and time to do their jobs. Should the authorities fail to respond we may ask
Homeowners who agree with our position to also voice their concerns with the appropriate agencies.
We will let you know should your assistance be required.

Updates on this activity will be posted in the Monthly Board Meeting Minutes.

On a positive note, we believe our discussions with the owner of the Exxon convenience store were the
catalyst that got him to paint over the graffiti on his building and the initial t rash clean up on his
property. Keeping the trash picked up on his lot will probably be an ongoing battle.
